your lvl kinda tells us how far you are and allows us to see you may not have all the skills available. If youve payed for runs and are way farther then you should be, then you better have a plan for what to do. I suggest you wait till lvl 20 also for skills, capping ability, access to certain areas, and attribute points. Youre not gonna find much help with a build for a non lvl 20 considering lvl 20 is when your character can start getting perfected. And the builds youre gonna find almost always require lvl 20 att's.

I find Tiger Stance better than Flurry.
Most of the time I bring both Frenzy and Tiger Stance, using Frenzy while I'm not attacked, switching to Tiger Stance when I get any damage more serious than wanding.
But if you want to learn to use Frenzy I'd recommend bringing sprint instead of tiger stance while you're learning, so you can run away if you're slow on canceling frenzy (you cancel it by activating another stance, eg tiger stance or sprint).
Since I like number crunching...
Flurry increases your auto-attack damage by
1.5*0.75-1=12.5% for 5 energy each 5 seconds.
Tiger Stance increases your auto-attack damage at 9 strength by
0.5*8/20=20% for 5 energy each 20 seconds which means you can afford to use other energy skills as well, such as irresistable blow and plague touch (a great skill in areas with weakness or blind).

It's a better idea to spread the points about equally into tactics and strength, otherwise healing signet isn't very useful... but yes, 16 in hammer mastery is a must (or 14 if you don't like superior runes).

Plague touch would be nice for condition removal, maybe a nice necro spell like hmmm suffering or price of failure might help as well. Idea of 2 professions is to maximuse the use of both, so put those necro skills to use

Oops, I forgot he was using Healing Signet...
16 Hammer 10 Tactics 8 Strength would be what I'd take then. Magawd, this is looking like a GvG warrior's attribute specs...

There is usually a strong correlation between what level you are and what locations you have access to, provided that you are not being run through everything. Obviously, if you hitched a ride to Sanctum Cay, ascended at the very first opportunity, skipped to THK, and managed to find groups for the fire island missions, it's entirely possible that you have access to every skill in the game. But anyone playing normally won't.
I assumed you started in Prophecies because Canthan characters level *very* quickly. You pretty much have to skip things on purpose to not be lvl20 by the time you reach the third or fourth mission town. Also, you have prophecies skills on your skillbar.
